Southern Waters begins recruitment for key leadership roles
Recruitment is underway for two key leadership roles that will help shape the future of water services delivery across Central Otago, Clutha and Gore District Councils.
Southern Waters, the new joint Council water services entity, has begun the search for a
Programme Director and Establishment Chair to lead its formation and transition.
These appointments mark a second significant milestone in the journey to deliver safe, reliable,
and sustainable water services through a single, future-ready organisation from 1 July 2027.
Last week, Southern Waters’ shareholders – Central Otago, Clutha and Gore District Councils –
were advised the Secretary for Local Government had accepted their joint Water Services
Delivery Plan.
The Establishment Chair will lead governance for the establishment programme. The successful
candidate will work closely with the Project Steering Group and Programme Director to shape
the vision, strategic direction, and design of the new company.
Central Otago District Council Chief Executive Peter Kelly said the Chair would ensure robust
governance, strong stakeholder engagement, and high-quality decision-making throughout the
establishment phase.
“This is a rare opportunity to provide foundation leadership for a major public sector
transformation.
“The Chair will play a central role in ensuring Southern Waters is built on sound governance,
community trust, and long-term sustainability,” he said.
The Programme Director will oversee the operational establishment of Southern Waters,
coordinating all aspects of the transition from council-run services to the new entity.
“The Programme Director will drive the change programme on the ground, leading the
integration of people, technology, and services into one cohesive organisation.”
Both roles require experienced, results-driven leaders who can operate at pace in a complex,
multi-stakeholder environment, Mr Kelly said.
Sheffield is leading the recruitment process. Applications for both roles are open until Sunday 2
November.
